Analyzing the Recruitment and Retention Process of Information Technology Specialists in Technology-Oriented Organizations (Knowledge-Based Companies in Mashhad)

Abstract
Given the critical role of specialized human capital in the competitiveness of knowledge-based companies, this study aimed to explore the processes of recruiting and retaining Information Technology (IT) specialists in technology-oriented organizations in Mashhad. The present study employed a qualitative research approach using thematic analysis. Data were collected through in-depth semi-structured interviews with industry experts, including human resource managers, technical managers, and founders of knowledge-based companies operating in Mashhad. The data were analyzed using thematic analysis through three stages of open, axial, and selective coding. Theoretical saturation was achieved after analyzing 14 interviews.
The findings led to the identification of six main themes: strategic recruitment architecture, an ecosystem of retention and intrinsic motivation, spatial and temporal flexibility, a dynamic compensation system, a vibrant organizational culture, and agile structural management. The results indicate that successful recruitment and retention of IT professionals within this ecosystem requires a transition from traditional approaches toward hybrid models in which acquiring ready-made skills to meet immediate organizational needs is aligned with building internal capabilities through learning-oriented environments.
Furthermore, flexible work arrangements, including hybrid and remote work, as well as compensation systems based on employee stock incentives, were identified as key factors in reducing employee turnover. By presenting an integrated framework, this study provides practical strategies for human resource managers and technical leaders to strengthen employer branding and establish a sustainable competitive advantage in the highly competitive information technology labor market.
