Analyzing the Impact of Modern Evaluation on Enhancing Human Resource Decision-Making in Iranian Governmental Organizations

Abstract
Human resources are among the most valuable assets influencing the effectiveness of the objectives and missions of governmental and executive organizations. Excellence and competency in human resources, alongside other organizational factors, are regarded as key determinants of organizational excellence in both public and private institutions. Due to intense competition among private-sector organizations, public and governmental institutions are facing increasing competition in attracting highly qualified and talented human resources. Furthermore, as organizational knowledge and technology become more sophisticated and advanced, the recruitment of human resources—particularly knowledge workers—has become increasingly important. In general, organizational success in today's competitive environment depends on the ability to identify, attract, develop, motivate, retain, and effectively plan for the succession of human resources. To achieve these objectives, executive organizations must employ appropriate mechanisms to align the management of their human resources with organizational strategies. Accordingly, the present study aims to analyze the impact of modern evaluation on enhancing human resource decision-making in Iranian governmental organizations. This study adopts a descriptive research method. The findings indicate that modern evaluation contributes to improving the excellence of the human resource management system by enhancing decision-making processes within governmental organizations. It also enables executive organizations to determine the extent to which they have effectively planned and implemented initiatives aimed at improving the excellence and performance of their human resources.
