Informal housing is defined as one of the prominent faces of urban poverty, which is formed in or adjacent to cities in the form of cars, without building permits and official urban development plans, with an accumulation of low-income strata and a low level of quantity and quality of life. It is the same phenomenon that is also called marginalization, informal settlement, car settlements and disorderly and shack communities. Although the organization of informal settlement in its general sense requires macro-social-economic planning, but in similar cases of informal settlement communities, physical planning cannot even be avoided. Meanwhile, in the current research, it has been tried to use previous researches and take steps in line with their evolution in Saber town, and with descriptive-analytical nature, the current situation and the role of urban management in organizing this situation by using questionnaires, field observations and The interview will be evaluated. The sample size of questionnaires using Cochran's formula is 364 for the statistical population of Saber town, and after filling in Saber town, they have been analyzed and investigated. The proposals of this research are presented in the form of 6 economic, socio-cultural, environment, roads and transportation, security and physical categories at managerial, micro and executive levels in order to organize the informal settlements of Mashhad city, especially Saber town.
