This article examines and analyzes the new Islamic civilization according to the model of good Islamic governance. Today, perfection, guidance and attention to the development of human resources in the developed countries of the world are very basic points. Because human capital is the main outcome and product of human resource development models. In this age, leading countries have played their role in preserving and valuing human resources for further production and exploitation. The role of young people and decision-making elites in the process of land development is very important. Finally, solutions to achieve this lofty goal are presented. Attention to increasing knowledge and production of science, rationality and rationalism, attention to ethics and spirituality, work, effort and innovation, responsibility, struggle, piety and lawfulness, foresight and foresight are the obvious characteristics of young revolutionary Muslims. It must be strengthened and consolidated to achieve these lofty goals. اسلام به‌عنوان یک دین تام، فراگیر و مفصل؛ توسعه معنوی، حیثت، منزلت وکرامت ذاتی انسان را اساس دستورات الهی خود قرار داده است. پژوهش حاضر با روش توصیفی تحلیلی به تبیین نقش و جایگاه مردم در الگوی حکمرانی اسلامی به‌ویژه جایگاه نخبگان و جوانان در رشد و بالندگی تمدن نوین اسلامی پرداخته است، بنابراین هدف از این پژوهش، تبیین مفهومی رویکردهای حکمرانی؛ الگوی حکمرانی اسلامی و ابعاد و حوزه‌های آن بر اساس ارزش‌ها و خواست‌های اسلام بیان شده است. این مقاله، تمدن نوین اسلامی مطابق الگوی حکمرانی شایسته اسلامی را مورد بررسی و تحلیل قرارمی دهد. امروزه کمال و هدایت و توجه به توسعه نیروی انسانی در کشورهای پیشرفته دنیا از نکات بسیار اساسی است. از آنجا که سرمایه انسانی اصلی‌ترین برآیند و محصول مدل‌های توسعه منابع انسانی است. در این عصر کشورهای پیشتاز و پیشگام نقش خود را در حفظ و ارزش نهادن به نیروی انسانی جهت تولید و بهره‌جویی بیشتر قرار داده‌اند. نقش جوانان و نخبگان تصمیم ساز در فرآیند توسعه سرزمینی بسیار مهم می‌باشد. در پایان نیز راهکارهایی برای نیل به این هدف متعالی ارائه شده است. توجه به افزایش عبم و دانش و تولید علم، عقلانیت و تعقل گرایی، توجه به اخلاق و معنویت، کار، تلاش و نوآوری، مسئولیت پذیری، مجاهدت ، تقوا مداری و قانونمندی، دور اندیشی و آینده نگری از ویژگی‌های آشکار جوان مسلمان انقلابی است که باید جهت نیل به این اهداف متعالی، تقویت و تثبیت گردد. https://www.jpishraft.com/article_126263_4193b432832ef4e0d196ef2ab92cbc58.pdf
